The Human Resource Management Department stands as an indispensable pillar within the organizational framework of the National Board for Technology Incubation (NBTI). The Department like all other departments of the Board assist the Director General/CEO in the coordination of all the activities of the Board, Zones and Centres to ensure the implementation of the Boards mandate and adequate service delivery.

In the intricate tapestry of organizational governance, the Human Resource Management Department remains as the custodian of Extant Rules within the National Board for Technology Incubation (NBTI). This crucial role entails the coordination of all administrative duties, ensuring steadfast adherence to a comprehensive array of regulations and guidelines that govern the landscape of public service. These rules encompass a spectrum of directives, including but not limited to the Public Service Rules (PSR), Financial Regulations, Circulars, Work Ethics, and the cherished values upheld by the Federal Public Service.

Additionally, the department meticulously oversees compliance with the Federal Character Commission Handbook, Federal Establishment Circulars, Schemes of Service, and an array of other regulatory frameworks. In essence, it serves as the sentinel that guards the NBTI's operations against deviations from established norms, promoting a culture of accountability, transparency, and ethical conduct.

Underpinning these critical responsibilities is a hierarchical structure designed to efficiently navigate the labyrinth of regulations. The Department operates under the direct supervision of the Director Human Resource Management assisted by Three Deputy Directors and other line officers. 

To further streamline its functions, the Human Resource Management Department has established three distinct divisional structures, each dedicated to specific facets of its mandate. These Divisions are meticulously crafted to ensure the smooth and effective execution of the Department's activities, fostering a cohesive and well-coordinated approach to rule adherence within the NBTI.

  1. General Administration Division: This division is tasked with ensuring general administration of the NBTI and the interpretation and implementation of extant rules, ensuring that all actions within the NBTI align with the established guidelines. It conducts regular audits and assessments to identify areas of non-compliance and initiates corrective measures 
  2. Appointment, Promotion and Discipline (AP and D) Division: Managing the human capital of the NBTI is a core function of this division. It oversees recruitment, employee relations, discipline and personnel records management, all while ensuring strict adherence to the applicable rules and regulations.
  3. Training, staff welfare and pension matters Division: This division focuses on promoting a culture of work ethics and values within the NBTI. It conducts awareness programs, training sessions, and pension matters when necessary to uphold the integrity and reputation of the organization.

The Human Resource Management Department's role as the custodian of extant rules is pivotal to the NBTI's commitment to excellence, accountability, and ethical conduct.
